Laws for Child labor
If child labor is a crime, why do we see so many children below 14 years of age working openly in tea shops, restaurants, pulling rickshaws? Etc. Why do the police not take action action these shop owners?

The police are too busy to act without receiving actual complaints.
Yes totally!! Cause of their "don't give a damn unless it's your neck" attitude.
The police do take appropriate actions from time to time by enlisting such children in schools and there are several govt. mechanisms and policies to pull children out of work and educate them. The main culprit is the public indifference towards the matter and it escalates to administrative indifference.

The main reason being the average Indian is a self centered narcissist. Ask any educated/semi-educated, for that matter a sensible illiterate Indian what they feel about child labor - he will vehemently speak against it and bitch about the government being inefficient and lax, gives ideas and suggestions and even swears at those evil mean and women who put fragile hands into work - whilst helping himself in a chai dabba where a child laborer served him - not mindful of it the least bit.
Only when we feel indignant about this social evil, will there be any sort of meaningful change.
